If you have the spare time needed to look after another T then why not, you seem to want to care properly for the one you have already.
go for another easy species to keep and see how you get on from there.

is it normal for the T to sit under the plasit plant next to the heater and not to go near the plant plot i have on the other side of the tank its 23 oC

i'd guess it's normal for the T to go where it's most comfortable...but in my limited experience, they do go to different spots on occasion...i'd not worry too much about it. maybe your T just likes the plant!
