I think that would be better done at a local level. Whilst the RSPCA does have a main headquarters (in Horsham I believe, just down the road from Mr. Hale (hint, hint)) things are usually dealt with by regionalised officers and local branches. There is nothing stopping anyone ringing their local branch and offering their services, I'm more than willing to help with the limited knowledge I have in any way I can.
